Romania, according to my info, will be among the countries with visit visa on arrival starting with 2010. The new visit visa regulation were implemented starting with 28 of july this year and were amended recently, October 1-st. But for us is very easy to visit Dubai: you can apply for a visa through Emirates agency, which is in Bucharest, on Calea Mosilor. The only condition is to fly with Emirates airlines, which means you must get a connection flight first to a city where Emirates has a route. But, believe me, better to have the small inconvenient with a connecting flight than to fly with Tarom! I am resident here and I still fly with connection flights and use Emirates, although I could fly directly with Tarom, but better not.
Visa processing takes about a week if you are a first time visitor, but if you have visited before might be even the same day.
If you need any info, just ask and if I can help, my pleasure!
